Ok.

If @EU_Commission really wants to prevent a massive humanitarian disaster this year we should:
- Intensify agriculture wherever possible (e.g. pause "organic" agriculture)
- grow wheat instead of maize to feed humans and not animals
It is not too late to take such decisions!

Organic Movement calls for increased support for organic farming in CAP Strategic Plans to achieve Farm to Fork’s targets
(BRUSSELS, BELGIUM, 3 March 2022)

Ja on jopa tyytymätön, ettei EU:ssa tehdä siinä tarperksi:

Quote
The situation is especially worrying in large agricultural countries like Spain where the budget set for organic has been drastically cut from EUR 400 million per year under the previous CAP period to EUR 700 million for the whole next CAP period. Austria, which already reached 26% of organic farmland set a low ambitious target of 30% by 2030 and planned a reduction of the organic scheme from EUR 235 per hectare in the previous CAP to EUR 205 in the next one. In France, organic farming is currently foreseen to receive the same level of payment under an eco-scheme as other standards such as HVE (so called “High Environmental Value”) which provides lower environmental benefits and that allow the use of pesticides, synthetic fertilizers, and GMOs. Finally, in Germany, despite an ambitious target of 30% organic farmland by 2030, the budget set to boost organic farming will not be enough to achieve this 30% target, and organic farmers remain at risk of losing up money due to an alleged “double funding” issue between Eco-schemes and Rural Development measures.

Tiukkana omaksutulla linjalla pysyy hänkin:

Timmermans cautions against relaxing Green deal goals for sake of food security

Quote
Commission Vice-President Frans Timmermans stood up for the Green Deal objectives in the EU’s farming policy despite the calls of prioritising food security aspects in the wake of supply disruptions caused by the Ukraine war.

The Russian invasion of Ukraine has put the spotlight again on food security, as the ongoing war involves two agricultural powerhouses providing over a third of the world’s wheat and barley, 17% of corn and over 50% of sunflower oil and seeds.

A mention of food security is expected to be included in the conclusions of the informal European Council to be held this week (10-11 March) in Versailles.

Seurata täytyy, tuleeko tuo kokous kuitenkin toisiin lopputuloksiin.

https://www.farmersjournal.ie/food-security-group-proposes-side-lining-green-ambitions-to-feed-the-eu-684827

Eli EU:n luomusuunnnitelma pitäisi laittaa nyt ainakin hetkeksi sivuun.

Lisätäänpä siihen vielä tällainen Annaleena Ylhäisen twiittisisivulta saatu skenaario:

Annaleena Ylhäinen 🇫🇮🇺🇦@AYlhainen·13t

Pekka Pesonen sanoo tässä vielä saman:

EU farmers boss: War might hit our food supplies, but will hit Africa, Middle East harder

Quote
The EU is unlikely to go hungry as a consequence of the war in Ukraine, but it could have a devastating impact on areas of Africa and the Middle East, according to farming boss Pekka Pesonen, who called for an ‘enhanced’ Green Deal package to maintain both quality and quantity in the European food supply.

Saman, vaikka hyvin rakentavan kohteliaasti (lihav. HJ):

Quote
There have been calls from some to radically rethink the EU’s green goals in light of the situation in Ukraine. What is your take on this?

We need radical additions to the Green Deal. We have no problem with the Green Deal as such. We believe that the fundamentals are there, but we need to have a sufficient toolbox for European agriculture to do the thing that they are required to do – supply food in a sustainable manner. But we need to have the assistance of the EU to make this happen, we need to have a rebalance of the value chain, we need to have coherence and policies.

So, we need an enhanced Green Deal package to enable us to do [this]. It’s about sustainable production and maintenance of supplies, in both quantity and quality to the market. I think this additional layer needs to be there, and the Commission has failed to deliver it.

Mutta ruoan määrän siis mainiten!

Kaksi EU-maata on nostanut kissan pöydälle:

Italy, Slovakia call to rethink CAP in light of Ukraine war

Quote
Slovakia and Italy have called for adjusting the Common Agricultural Policy (CAP), including a policy postponement and a reconsideration of the EU’s green ambitions, amid fears of food insecurity caused by the war in Ukraine.

For its part, the Slovakian agricultural ministry (MPRV) told EURACTIV Slovakia that it believes it will be “necessary to reconsider and partially correct” the objectives of the EU’s flagship food policy, the Farm to Fork (F2F) strategy, and the Biodiversity Strategy given the ongoing war between Russia and Ukraine and the “apparent impact of severely limited agri-food trade (mainly imports) on EU agriculture”.

Macron wants to ‘adapt’ EU Farm to Fork to the post-Ukraine war world

Quote
Refocusing on production appears to be Macron’s priority, particularly as food security has become a significant challenge due to successive global crises and the “deep food crises” expected to follow.

The French president wants to adjust the EU’s Farm to Fork strategy, which is based on a world “before the war in Ukraine,” as it could result in a “13% reduction in production”, according to some recent studies.

“Europe cannot afford to produce less,” he said, calling for a review of the Farm to Fork objectives.

Ludger Wessin sivun kautta:

Tim Searchinger
@TSearchinger
New Princeton report: “Europe’s Land Future?" How EU can and must reduce its “land footprint” to protect climate and biodiversity globally, how Fit for 55 does the opposite & increases global deforestation, and how fixed.  See report and highlights here

Europe's Land Future? Opportunities to use Europe’s land to fight climate change and improve biodiversity—and why proposed policies could undermine both

Siitä tämä:

Quote
Europe’s agricultural footprint includes 24 million hectares of foreign land used to supply net agricultural imports, which contributes to global deforestation. We estimate Europe’s land “outsourcing” causes a loss of 400 million tons of CO2 per year. These losses roughly cancel out Europe’s forest carbon sink.

Luomuistamissuunnitelman toteuttaminen lisäisi tuota haitan ulkoistamista entisestään. Kuten vaikkapa komission oma vaikutusarvio osoitti: tuonti kasvaisi.

Paussille:

Commissioner: EU’s sustainable food strategy ‘on pause’, but not forgotten

Quote
The war in Ukraine has “pressed the pause button” on the EU’s flagship food policy, the Farm to Fork strategy, but the long term ambition for the sector remains unchanged, according to the EU Health Commissioner Stella Kyriakides.

“We press the pause button without changing the level of ambition of the Farm to Fork strategy,” the Commissioner said while addressing concerns from lawmakers in the European Parliament’s agriculture committee on Thursday (31 March).

This pause is necessary to ensure that food security is “guaranteed for the European neighbourhood,” she said, adding that Russia’s “atrocious invasion of Ukraine has brought the question of food security to the very top of our political agenda”.

Agriculture Commissioner: It is ‘prudent’ to prioritise upping EU food production

Quote
In his address to the European Parliament’s agriculture committee on Monday (4 April), Commissioner Janusz Wojciechowski stood firm in his convictions that the bloc must increase food production, despite reassuring MEPs that the EU does not currently face a food security threat.

“We must act with these measures in the short term to address food security and affordability concerns now,” he said, pointing out that “we cannot predict how things will develop over the course of the year or in the near future”, he said.

It is “simply prudent that we support our farmers to produce more food while they can.”

Ei ollutkaan komissio lakannut asiassa jäsenmaita paimentamasta:

France’s CAP plan ‘only partially’ supports green transition, Commission says

Quote
EU countries, including France, must “strengthen the resilience of the agricultural sector”, “reduce its dependence on synthetic fertilisers”, and “increase the production of renewable energy”, according to the Commission, which cites the current war in Ukraine, the climate and biodiversity crises as key challenges.

France should also “transform its production capacity by promoting more sustainable production methods,” the letter added.

Reippaasti, mutta ilmeisen todesti sanottu, jo otsikossa:

Viewpoint: ‘What was already problematic before the war in Ukraine has become catastrophic’—Europe’s Farm-to-Fork agriculture policy would exacerbate global food crisis

Quote
There is a nascent tsunami of food shortages, a wave whose devastating power is only just beginning to emerge. In addition to exactions of war, and the drama experienced by civilian populations, Russia’s invasion of Ukraine has left a gaping hole in the world’s food supply.

This is the light in which the European agricultural strategy for 2030, called Farm to Fork, should now be viewed. It stems from the wish to achieve carbon neutrality by 2050. It consists, among other things, of increasing the share of organic farming to 25%, reducing soya imports to zero, halving the use of pesticides and veterinary antibiotics, reducing fertiliser applications by 20% and reducing the area cultivated on the continent by 10%.

Toisaalta, edellä on kerrottu merkeistä, että asiassa osataan kuitenkin perääntyä.
